After receiving notification of the City Council's resolutions, the Bank Committee resolved that:
the Chairman and Councillor Gelling
(and, in the absence of either of these members, Alderman Lovsey) be authorised, as far as this Committee is concerned and in conjunction
with the Finance and Estates Committees' representatives, to deal with the scheme approved by the Council on the 9th January in regard
to the sale of houses under the 1922 scheme and the making of advances to persons to build houses, reporting to this Committee from
time to time.
The Council's plan to vastly improve the housing of its citizens came to be known as the 1922 Scheme, and
the Bank, Estates and Finance Committees were instructed to bring the various instructions arising from the JOINT REPORT into effect.
The main provisions of the 1922 Scheme being that:
- houses erected by the Council were to be sold under the Scheme, irrespective
of the Assisted Housing Scheme;
- the existing machinery of the Bank to be utilised to administer the Scheme;

the Estates Committee to publicise the Scheme;
- the Finance Committee to provide funds for progressive mortgages, and
for advancing to Public Utility Services or other suitable bodies for the erection of houses.
- loans to be for a period
not exceeding 20 years (so as to coincide with the Bank's standard practice), except that in special cases, repayment could be over
30 years
The first Conference of the three Committees tasked with implementing the scheme (known as the Joint (Sales etc of Houses) Sub-Committee met in February 1923:
