In 1837, the government of Birmingham was in the hands of a manorial court leet that was presided over by a High Bailiff. William Scholefield was High Bailiff in 1837 and was supportive of Birmingham's attempt to achieve the status of a municipal borough. When this status was achieved in 1838, William Scholefield became Birmingham's first Mayor
